Purpose of the job

 

Drive SADAFCO’s long-term procurement strategy and short-term execution plans for HR, Business and facility Services, ensuring end-to-end sourcing, contracting, supplier governance, performance management, and commercial optimization across recruitment services, manpower outsourcing, training and development, employee benefits, travel, accommodation, uniforms, workplace services, cleaning, catering, security, maintenance, utilities, leased services, facility operations, and other corporate support services. The role is accountable for delivering sustainable value, compliance, service continuity, employee experience, workplace safety, supplier performance, cost transparency, and risk mitigation through strong partnership with HR, Administration, Facilities, Finance, Legal, HSE, IT, and business functions.

 

Key Accountabilities

1.    Business, HR & Facilities Procurement services Scope

Responsible for the complete procurement cycle end to end for Business, HR and facility Services, including recruitment agencies, manpower outsourcing, temporary staffing, travel and accommodation, uniforms, employee engagement services, training providers, employee benefits, medical and insurance support services, cleaning, catering, security, pest control, landscaping, maintenance, fit-out works, leased services, workplace supplies, utilities, and facilities operations support etc.

 

2.    Category Strategy

Develop SADAFCO’s long-term procurement strategy by HR Services and Facility Management category, defining sourcing models, supplier panels, outsourcing strategies, service delivery models, contract structures, governance routines, and three-year category roadmaps aligned with workforce plans, employee experience priorities, site operating requirements, HSE standards, business continuity, and cost optimization objectives.

 

3.    Supplier Market & Service Provider Profiling

Drive supplier and market profiling for recruitment agencies, manpower providers, training institutes, employee benefit providers, travel management companies, accommodation providers, cleaning and catering companies, security providers, maintenance contractors, facilities management companies, fit-out contractors, leased service providers, and specialist corporate service vendors, including capability assessment, labor compliance, insurance validation, HSE screening, onboarding, and supplier segmentation.

 

4.    Market Intelligence

Collect global, regional, and local market intelligence on labor market conditions, recruitment fees, manpower cost drivers, Saudization and localization impacts, training benchmarks, employee benefit trends, travel and accommodation rates, facilities service models, cleaning and security benchmarks, maintenance cost drivers, utilities, workplace technology, HSE requirements, and service-level innovations to convert external insights into sourcing opportunities and executive recommendations.

Analyze and identify value opportunities through supplier consolidation, rate-card standardization, demand management, service specification optimization, outsourcing model review, manpower productivity improvements, shift coverage optimization, contract compliance, SLA redesign, preventive maintenance planning, energy and utility efficiency, site service bundling, and total cost of ownership evaluation across HR Services and Facility Management spend.

 

5.    Procurement Governance

Develop, plan, implement, maintain, monitor, and continuously improve procurement policies, sourcing governance frameworks, approval workflows, supplier onboarding standards, contract compliance processes, and operating procedures for HR Services and Facility Management spend, ensuring alignment with HR policies, facility operating standards, HSE requirements, labor law, insurance, and internal control expectations.

 

6.      Service Tenders, RFPs & Vendor Selection

Prepare and issue RFI, RFQ, RFP, bid, and tender documents for recruitment services, manpower outsourcing, training programs, employee benefits, travel and accommodation, cleaning, catering, security, pest control, landscaping, maintenance, fit-out works, facility operations, utilities, and other HR and workplace support services.

 

7.    Commercial Evaluation, SLA & Compliance Selection

Prepare commercial evaluation matrices to compare bids based on total cost of ownership, service levels, manpower quality, compliance, response times, geographic coverage, HSE performance, insurance coverage, contract terms, business continuity, supplier capability, technology enablement, and long-term value.

 

 

 

8.    Service Cost Modelling & Negotiation

Develop detailed service cost models for HR Services and Facility Management categories, including recruitment fees, manpower rates, training costs, travel and accommodation charges, employee benefits administration, cleaning, catering, security, maintenance, fit-out works, utilities, leased services, and facilities operations. Benchmark pricing, evaluate fixed versus variable cost structures, review productivity assumptions, validate statutory and compliance-related cost components, and apply structured negotiation tactics to achieve targeted savings, service continuity, SLA compliance, and risk-balanced commercial outcomes.

 

9.    HR & Facilities Cost Optimization Projects

Identify and implement cost reduction and value improvement projects across HR Services and Facility Management on a total cost of ownership basis, including supplier consolidation, service bundling, rate-card standardization, demand optimization, preventive maintenance planning, manpower productivity improvement, travel and accommodation optimization, and contract compliance improvement. Align internal stakeholders and implement projects in a timely manner without compromising service quality, HSE, employee experience, or business continuity.

 

10.Service Contracts & Agreements

Prepare, review, and coordinate service contract drafts, master service agreements, statements of work, rate cards, SLAs, KPIs, penalty clauses, insurance requirements, confidentiality obligations, HSE requirements, labor compliance obligations, and renewal terms for validation by Legal and relevant business stakeholders before conclusion. Ensure timely renewal of agreements to minimize service disruption, commercial leakage, legal exposure, and operational risk.

 

11.Annual HR & Facilities Spend Planning

Map and phase annual HR Services and Facility Management spend against workforce plans, recruitment requirements, training calendars, employee benefit renewals, travel demand, site maintenance plans, lease and service renewals, cleaning, catering, security, utility requirements, and facility improvement projects, providing Finance with accurate monthly cash flow projections, budget visibility, and early identification of cost pressure or savings opportunities.

 

 

12.Service Provider Partnerships & Performance Monitoring

Develop supplier performance evaluation matrices for HR Services and Facility Management providers, covering SLAs, response times, fill rates, service quality, statutory compliance, HSE performance, attendance, incident reporting, employee feedback, corrective actions, innovation, and cost performance. Build strong relationships with strategic providers and conduct periodic business reviews to transform reliable vendors into long-term service partners.

 

13.Service Continuity & Risk Management

Conduct supplier risk assessments and develop alternate service provider plans to ensure uninterrupted recruitment support, manpower availability, accommodation, travel support, cleaning, catering, security, maintenance, utilities, and workplace services. Monitor risks related to labor compliance, HSE, insurance, service disruption, supplier dependency, contract expiry, manpower shortages, and emergency response readiness.

 

14.Workplace Service Innovation & Continuous Improvement

Bring supplier innovation, service improvement ideas, workplace technology, automation, digital service reporting, preventive maintenance practices, employee experience solutions, and sustainability initiatives into SADAFCO as and when required. Collaborate with HR, Facilities, HSE, IT, Finance, and business stakeholders to improve service quality, reduce manual effort, strengthen governance, and support safe, efficient, and productive workplace operations.

 

15.Labor, HSE & Local Regulatory Compliance

Understand and implement applicable regulatory, labor, HSE, insurance, municipal, civil defense, accommodation, security, food service, facility operation, and workplace service requirements as communicated by relevant authorities and internal governance teams. Ensure service providers comply with SADAFCO policies, labor law requirements, Saudization and localization expectations where applicable, safety standards, permits, licenses, documentation, and audit requirements.

 

 

16.Service SLAs, Response Times & Operational Timelines

Negotiate, implement, and monitor service SLAs, response times, escalation mechanisms, operating schedules, preventive maintenance timelines, manpower deployment timelines, recruitment turnaround times, travel booking lead times, incident resolution targets, invoice processing requirements, and reporting routines to ensure HR and facility services are delivered reliably, safely, and within agreed business timelines.

 

 

Job Requirements

·          Education:  MBA / Post Graduate.

·          Specific diploma/education:  CIPS, CIPP qualification (preferable)

·        Minimal experience: Mandatory 6 years in procurement of HR Services, Facility Management, corporate services, manpower outsourcing, service contracts, or related procurement categories within FMCG, manufacturing, or large corporate environments

·        Languages: Fluent in English & Arabic

·          Experience of using ERP systems

·          Good knowledge of MS-Office, Power BI
